Resolution tabled by European Solidarity at the IDU Executive Meeting, December 6th in Washington, D.C.
Statement on the Steadfast Support of Ukraine
Whereas, the International Democracy Union (IDU) reiterates its strongest condemnation of Russia’s large-scale invasion of Ukraine, which has lasted for over 1,000 days since February 24, 2022, and represents a brutal violation of the UN Charter, international law, and the global rules-based order.
Whereas, the IDU holds the Russian Federation and its current leadership, led by Vladimir Putin and his entourage, solely responsible for their decision to choose war over peace, terror over confidence, killings and rape over human rights and liberties, bombardment and blackmail over good neighborly relations.
Whereas, the IDU condemns the recent attacks by Russia against Ukraine, including the intensification of missile strikes against its civil and energy infrastructure before winter as well as North Korea assisting Russia in the war by transferring of weapons to Russia and deploying of more than ten thousand soldiers on the battlefront.
Whereas, the IDU is committed to promoting the strengthening of political, military, financial, economic, and humanitarian assistance to Ukraine that is fighting for its statehood, sovereignty, territorial integrity, freedom, identity, its right to freely make its geopolitical choices.
The International Democracy Union THEREFORE:
• Reiterates that Russia’s aggression against Ukraine poses a global challenge for the world, its peace, security, and stability, and a direct threat to the rules-based order, the principles outlined in the UN Charter, the fundamental democratic values it upholds,
• Urges the Russian Federation and the Democratic People’s Republic of North Korea to ensure immediate and complete withdrawal of their armed forces and military assets from Ukraine’s sovereign territory, without preconditions,
• Stresses that the international community will never recognize attempted annexation by Russia of the sovereign territories of Ukraine, in particular Donetsk, Kherson, Luhansk, Zaporizzhya regions, and the Autonomous
Republic of Crimea,
• Calls for increased pressure on the Russian Federation as an aggressor state, using all military, political, diplomatic, and economic tools to deprive it of the ability to finance its war of aggression against Ukraine, including restrictive measures against nuclear energy, LNG, oil and natural gas, shadow fleet, companies engaged in producing or supplying weapons, military goods, drones, military satellites, and those assisting in circumventing the existing sanctions, by setting up a legal regime that will allow the confiscation of Russian sovereign assets;
• Encourages strengthening the military assistance to Ukraine, and respective delivery of weapons and ammunition without limitations of quality, range, and type;
• Supports the initiatives for the further strengthening of Ukraine’s air defense, including the use of the air defense systems of the neighboring countries to protect the Ukrainian sky from Russian missiles and drones, lifting restrictions on the use of long-range Western-made weapons by Ukraine, and, in accordance with Article 51 of the UN Charter, for granting Ukraine the right to target legitimate military sites in Russia;
• Calls for a coordinated approach of the G7, the EU, NATO member states, and other democratic nations to ensure that international military support to Ukraine exceeds 0.25% of Western GDP annually; Calls on the EU and NATO member states to provide steadfast support for Ukraine’s accession into the EU and NATO, as the only effective security guarantee for Ukraine, based on a merit-based approach that respects democratic values, principles, and institutions;
• Encourages Ukraine to implement democratic reforms and underscores the critical importance of democracy, rule of law, and human rights, recognizing the formidable challenges posed by the full-scale war. Securing democracy and pluralism, including the rights of opposition inside Ukraine is vital for its success.
