The International Democracy Union stands strongly behind Ukraine as Russia’s war of aggression enters its 3rd year of full-fledged invasion and the 11th year since the temporary occupation of Crimea and the Donbas. The IDU reiterates its condemnation of Putin’s war of choice and remains unwaveringly united by the courage and sacrifice of the Ukrainian people.
The IDU offers its strongest condemnation of Russia’s use of terrorist practices such as the targeting of civilian and critical infrastructure. Following Russia’s 2023 act of ecocide at the Kakhovka hydroelectric power plant, the IDU was deeply shocked by yet another such attack in the Russian shelling of the Dnipro hydroelectric power plant on March 22, 2024. This was the latest manifestation of terror used by Russia in Ukraine. The IDU believes that such blatant international law violations must not be tolerated and that all those responsible must be brought to international justice.
The IDU reiterates its conviction that no country can change the borders or impose its will on another by force. Ukraine’s future must be decided by its people.
To this end, the International Democracy Union has agreed on the Western-Indo-Pacific Consensus on Support for Ukraine and therefore:
- Reiterates its demand on behalf of the Western and Indo-Pacific nations that the Russian Federation immediately stop its war of aggression against Ukraine and fully withdraw its armed forces and military assets from the sovereign territory of Ukraine within the internationally recognized borders;
- Supports Ukraine’s right to self-defence and thus calls on all its member states to keep supplying Ukraine’s urgent needs, including armour, ammunition, shells, missiles, air defence, and anti-missile systems, and further urges no limits in the quality, range, and type of weapons offered;
- Calls for the continued coordination and strengthened sanctions to keep weakening Russia’s ability to finance and wage war and firmly believes that the circumvention of those sanctions through third countries should never be tolerated, further calling on all the nations which abide by the UN Charter to immediately cease providing material support to Russia’s war.
- Strongly condemns Russia’s human rights violations in the temporarily occupied Ukrainian territories and firmly rejects and will never recognize the illegal “elections” organized by Russia in these territories, nor their results;
- Reiterates its demand the Russian Federation revoke all illegal decisions to attempt annexation of the sovereign Ukrainian territories, which are clear and blatant violations of the UN Charter and international law;
- Encourages the governments of the Western and Indo-Pacific nations to continue strengthening coordinated political, financial, economic, humanitarian, and military support for Ukraine for as long as it takes to defeat Russia and invites its partners across the world to join in this endeavour;
- Commends the consensus of support for Ukraine within the IDU between the West and the Indo-Pacific, and looks to this consensus as a model for engaging more partners from the so-called Global South in the efforts needed to end the war and achieve a just and lasting peace;
- Reiterates its call on Ukraine to pursue the path of necessary reforms, in particular strengthening the democratic institutions, the rule of law and human rights, multiparty parliamentarism, and media freedom that are essential for strengthening its internal resilience to withstand the Russian aggression;
- Welcomes the unprecedented solidarity of the Western and Indo-Pacific nations with Ukraine on bilateral and multilateral tracks;
- The IDU calls on democracies around the world to keep matching Ukraine’s sacrifice and dedication to our shared values and to provide it with the support it needs to fight on and ultimately repel the Russian invaders, bringing about a comprehensive, just, and lasting peace in Ukraine.
