Resolution tabled by the the CHADEMA Party, Tanzania
Having regarded the new political development in Tanzania;
Having considered the existing electoral framework which does not guarantee free, fair, trans- parent, inclusive and credible elections in Tanzania;
Having followed closely the on-going dialogue between the CHADEMA party and the govern- ment of Tanzania;
The International Democrat Union :
- Cautiously welcomes the lifting of the ban on political activities by opposition parties;
- Calls upon the government of President Samia Hassan to swiftly institute a constitution re-writing process in order to usher-in key reforms which will guarantee an inclusive,secure, and prosperous Tanzania;
- Expresses serious concern about the new Intelligence Service legislation passed by theParliament of Tanzania. The new law falls nothing short of legalizing unlawful acts by officers of the Intelligence Service, potentially returning the country to waves of dis- appearances, arbitrary arrests, torture, killings, assassinations and persecution of op- position leaders, members and supporters as it was in the previous regime;
- Urges the government of President Samia Hassan to expeditiously repeal all the exist- ing laws which infringe freedom of expression and association. This should immedi- ately be followed by legislating new laws which will guarantee flourishing of democ- racy and rule of law in Tanzania;
- Calls upon the government of President Samia Hassan to ensure Tanzania should not go to the upcoming 2024 and 2025 polls before enacting major constitutional and leg- islative electoral reforms which will guarantee free, fair, transparent, inclusive and credible elections in a bid to avoid a repeat of the 2019 and 2020 electoral theft.
