The General Assembly of the Union of Latin American Parties (UPLA), composed of the presidents and general secretaries of the member parties of the organization, after analyzing the serious events that are taking place in Nicaragua, unanimously state the following:
1.-We DEMAND that repression from governmental forces against the unarmed population, that have caused 130 deaths, 1,200 injuries and dozens of
disappearances, cease completely.
2.- We AGREE with the preliminary report from CIDH, including the 15 measures necessary to protect human rights, as well as the report form Amnesty International.
Both clearly establish full responsibility of the government for the deaths, injuries and disappearances.
3.- We SUPPORT decidedly the students that have lead the rebellion for Justice and Democracy, the bishops of the Episcopalian Conference that have mediated the National Dialogue, the private sector that have supported the pacific protest and the Nicaraguan people in general, that have manifested massively in favor of the civic rebellion.
4.- We ENCOURAGE the discussion of the agenda for democratization in the National Dialogue, to achieve as soon as possible a solution that will stablish national peace and call general elections that are free, just and transparent with international observers.
5.- We RECONGNIZE that the actual government has lost national and international legitimacy and thus it must be replaced CONSTITUCIONALLY by a new transition government that can organize the new elections as soon as possible.
