WHEREAS since 1969, Lebanon has endured Lebanese and foreign non-state armed groups undermining its sovereignty and control over decisions of war and peace;
WHEREAS Hezbollah drew Lebanon into the “support front” for Hamas on October 8, 2023, causing severe harm to the Lebanese people, economy and infrastructure, especially between September and November 2024;
WHEREAS Hezbollah and the Hezbollah-controlled government unanimously agreed on November 27, 2024, to a cease-fire with Israel requiring the full disarmament of all non-state armed groups in Lebanon and the full implementation of UNSC Resolutions 1559 & 1701;
WHEREAS Lebanon elected a new President and formed a new government in 2025—including sovereigntist and patriotic parties such as the Kataeb Party—now working to restore sovereignty, stability and economic recovery;
WHEREAS the Middle East is trending toward greater stability, with states increasingly resolving disputes through negotiation, while Iran’s destabilizing influence is being reduced by the weakening of the Ayatollahs’ regime and its militias across the region;
WHEREAS the Lebanese diaspora remains largely disenfranchised, and the next election for the 128-seat Parliament must be fully transparent, free and fair, without militia interference or corrupt patronage;
WHEREAS restoring full sovereignty, a state monopoly on force, free elections and negotiated peace with neighbouring states remains essential to Lebanon’s recovery and to securing it as a stable democratic partner in the region;
The International Democracy Union (IDU) calls on;
1. Friends of Lebanon—particularly the United States and Arab Gulf partners—to provide unequivocal political, financial and diplomatic support to the President, government and Lebanese state institutions in restoring full sovereignty, including nationwide Lebanese Armed Forces deployment and the disarmament of all non-state militias, especially Hezbollah.
The International Democracy Union (IDU) therefore;
The IDU therefore affirms that restoring Lebanon as a sovereign democratic state—free from militia dominance, with a state monopoly on force, free and fair elections including diaspora participation, and progress towards negotiated peace with its neighbours, is vital not only for Lebanon’s citizens but for the stability, democracy and security of the Eastern Mediterranean and wider Middle East region.
