The International Democracy Union expresses profound concern over the ongoing deterioration of human rights and political freedoms in Cuba. According to Human Rights Watch and Freedom House, as of 2025, Cuba detains over 1,100 political prisoners, including peaceful protesters, journalists, and activists, many subjected to inhumane conditions. Despite promises of releases following talks with the Vatican and American announcements, credible sources, including Amnesty International and Justicia 11J, report that actual releases remain inconsistent, incomplete, and marred by irregularities.
The Cuban government announced the release of approximately 553 prisoners in January 2025 – aligned with the Vatican’s “Ordinary Jubilee” year – and claimed to have released over 10,000 persons since 2023. However, organizations like Prisoners Defenders and the Cuban Observatory for Human Rights (OCDH) confirm that more than 600 protest-related detainees remain in jail, with many labelled as prisoners of conscience. Several of these detainees have died or faced brutal treatment, highlighting the regime’s ongoing repression.
Simultaneously, credible investigations document Cuba’s involvement in the recruitment, coercion, and traZicking of thousands of Cuban nationals to fight as mercenaries in Russia’s war against Ukraine. Many were deceived with false promises, while others were pressured or exploited. Cuba’s government denies direct involvement but continues to obstruct investigations and provide diplomatic cover for Moscow at international forums. The regime’s close alignment with Russia further undermines regional stability and international law.
The IDU calls for the immediate, unconditional release of all political prisoners and an end to repression targeting families and civil society. Cuban authorities must clarify the full extent of their involvement in the traZicking and deployment of citizens to Ukraine. They should cooperate transparently with international investigations and halt all abuses.
Democratic partners must intensify support for Cuba’s pro-democracy movement, enhance assistance to independent media, and impose coordinated measures to hold the regime accountable for systemic violations. Cuba’s repression and complicity threaten regional stability and democratic values worldwide.
