RECOGNIZING Ukraine’s steadfast defense of democracy, sovereignty, and freedom amid Russia’s ongoing war of aggression;
ACKNOWLEDGING the remarkable resilience and unity of the Ukrainian people, armed forces, civil society, and local governments in upholding democratic values under extreme conditions;
AFFIRMING that Ukraine stands on the frontline of the global struggle between democracy and tyranny;
REAFFIRMING the principles of the International Democracy Union in promoting freedom, human rights, the rule of law, and democratic governance;
The International Democracy Union (IDU) resolves to;
- Reaffirm unwavering support for Ukraine’s sovereignty, independence, and territorial integrity within its internationally recognized borders, including Crimea and all territories temporarily occupied by the Russian Federation.
- Condemn Russia’s war of aggression, its violations of international law, and its deliberate attacks on civilians and essential infrastructure.
- Call on all democratic nations to strengthen political, military, economic, financial, and humanitarian support for Ukraine until full liberation and a just, lasting peace are achieved.
- Support Ukraine’s integration into the European Union and NATO as essential to long-term peace, democracy, and security in Europe.
- Encourage IDU members and partners to expand and rigorously enforce sanctions against Russia, its enablers, and entities sustaining its war economy.
- Support the use of immobilized Russian assets to provide consistent assistance for Ukraine’s needs and to serve as just reparations for destruction caused by aggression, including strengthening Ukraine’s defense capabilities.
- Call on Western allies to ensure the timely and continuous delivery of weapons and critical capabilities to Ukraine, and emphasize the need to accelerate and improve the effectiveness of all assistance supporting Ukraine’s right to self-defense.
- Call on the international community to reinforce monitoring and enforcement of oil and gas shipment regulations, disrupt Russia’s shadow fleet, and address the environmental and security risks it poses.
- Condemn the abduction and forcible deportation of Ukrainian children, urging swift international action to secure their safe return, protect their rights, and ensure full accountability.
- Reaffirm support for international accountability efforts, including the Special Tribunal for the Crime of Aggression against Ukraine and other mechanisms ensuring justice.
- Recognize the essential role of Ukrainian local self-government, civil society, and volunteer movements in supporting democratic resilience and recovery.
- Promote post-war reconstruction based on transparency, the rule of law, effective anti- corruption policies, and sustainable democratic development, making Ukraine’s rebuilding a model for democratic renewal.
- Express solidarity with all peoples resisting tyranny and oppression worldwide.
- Call on all IDU members to stand united to ensure that aggression never prevails over freedom and that Ukraine’s victory strengthens global democracy.
