Whereas the progress of the peace negotiations between Azerbaijan and Armenia has raised strong hopes of establishing permanent peace in the region.
Whereas the Karabakh conflict, triggered by the KGB just before the collapse of the Soviet Union, has resulted in tens of thousands of deaths on both sides; and whereas the OSCE Minsk Group was unable to achieve a resolution to the dispute over 25 years;
Whereas the 44-day war in 2020 accelerated negotiations on key issues, and the restoration of Azerbaijan’s sovereignty and territorial integrity after 30 years enabled Armenia to reduce Russian influence and strengthen its own sovereignty;
Whereas the opportunity has been forged for establishing sustainable peace in the region since the sides acknowledge their territorial integrity and sovereignty. On August 8, 2025, in Washington, the President of Azerbaijan and the Prime Minister of Armenia signed the terms of a U.S.- mediated peace treaty at the White House. The parties also agreed to reopen transportation and communication routes closed for more than 30 years. A memorandum was also signed to launch the Zangazur communication line — the Trump Route for International Peace and Prosperity (TRIPP) — a central component of a major regional economic and logistical initiative.
Whereas thanks to the willpower demonstrated by the sides, as well as the efforts by US President Donald Trump, beneficial conditions have been forged for establishing unwavering peace and economic development in the region.
