IDU Resolution on Strengthening Transatlantic Security

Endorsed by Fatmir Mediu MP, Chair of the Albanian Republican Party and Rihard Kols EMP, Member of the Board of Latvian National Alliance, IDU Executive Committee Meeting, Zagreb, May 1st, 2026

Recalling the foundational importance of the transatlantic alliance and NATO’s indispensable role in preserving peace, deterrence, and collective defence across the Euro-Atlantic area;

Recognizing that the security environment is at its most dangerous since the end of the Cold War, shaped by Russia’s war of aggression against Ukraine, growing threats to NATO’s Eastern flank, and escalating hybrid attacks against critical infrastructure, cyber networks, and democratic institutions;

Acknowledging that the 2% GDP benchmark is no longer sufficient to meet current strategic realities, and that Allies must move toward 5% of GDP in combined defence and security investment to generate real capability, resilience, and readiness;

Noting with concern that underinvestment, fragmented procurement, and dependence on vulnerable supply chains have weakened Allied preparedness, while authoritarian powers, including China, continue to exploit strategic vulnerabilities across critical sectors;

Affirming that fairer burden-sharing is essential to a strong and credible transatlantic partnership, and that the United States and European Allies must remain united by capability, resolve, and strategic purpose;

Recognizing that sustained support for Ukraine remains integral to Euro-Atlantic security, and that any outcome rewarding Russian aggression would undermine the foundations of collective deterrence;

The International Democracy Union therefore resolves:

1. To support the 5% benchmark as a strategic commitment to credible deterrence and collective defence, including core defence spending, resilience, cyber defence, civil preparedness, and defence industrial capacity;
2. To urge Allied governments to accelerate joint procurement, long-term contracts, common standards, and transatlantic defence industrial cooperation to reduce fragmentation and strengthen readiness;
3. To call for greater investment in military mobility, dual-use infrastructure, logistics, energy resilience, and supply-chain security;
4. To support stronger transatlantic coordination on defence planning, technology security, strategic industries, and sanctions enforcement;
5. To reaffirm that sustained military, financial, and political support for Ukraine is a strategic necessity;
6. To reaffirm that lasting peace depends on strength, NATO unity, readiness, fair burden-sharing, and credible deterrence.
